i have 2 problems with this new version. Please keep in mind I am running this on a netbook. I downloaded the Gr manual Storm Tracker and for some reason even after loading the placefile for it the program will not show the cone of the track nor the dots for the communities. Also when I zoom in the background of the radar turns to a blueish gray color until i get to road level is this normal or do I have a setting wrong. Please help me if you can.

For the storm tracking addon (i assume you have the one Derek wrote) make sure you run the program under administrator mode. If you don't, it may have issues accessing the GRLevelX process due to user access control.
For GRLevelX, yes that is normal. It's a bit different than the 1.xx series you can also disable the whole background, although you'd miss out on the zoomed-in satellite if you did so.

I really hate that

The new background is one of the best features of the new GR... Especially if you get a transparent color table.  You can see street level detail about where a core, couplet, etc... Is... However if it's on a net book you may have a slower video card than ideal.  The new version does require a stronger video card and good Internet connection. You can always disable the background tho... But it takes away one of the great new features.
