SHORTWAVE UPPER TROUGH EXTENDS FROM THE FLORIDA PANHANDLE NEAR
TALLAHASSEE TO NEAR 26N87W SUPPORTING A SURFACE TROUGH THAT AT
15/0900 UTC EXTENDS FROM APALACHEE BAY NEAR 30N84W THROUGH A
NEWLY FORMED 1012 MB LOW NEAR 29N86W TO 28N90W. SCATTERED
SHOWERS/ISOLATED THUNDERSTORMS ARE N OF LINE FROM APALACHEE BAY
NEAR 30N83W ALONG 28N89W TO 28N94W.

Synopsis...
during the morning, cells rotating around a surface low near
Apalachicola trained onshore across the adjacent coasts. Satellite
viz clearly shows plume of moisture/instability axis moving newd
aligned with a weak trough extending from low well offshore into low
igniting activity. Some of these cells showed rotation and possible
waterspouts. The training and slow movement also produced very heavy
rain. This resulted in marine warnings and statements as well as
Urban and Small Stream flood advisories. By 9 am EDT, NE flow became
established and interacted with onshore flow assocd with low. This
interaction produced strong to severe storms that were significantly
increasing as they moved over both the nearshore and offshore
waters.

From the 2 pm TWO:

A NON-TROPICAL LOW PRESSURE AREA LOCATED ABOUT 115 MILES
SOUTH-SOUTHEAST OF PENSACOLA FLORIDA IS PRODUCING DISORGANIZED
SHOWERS AND THUNDERSTORMS OVER THE NORTHEASTERN GULF OF MEXICO.
ENVIRONMENTAL CONDITIONS ARE NOT EXPECTED TO BE CONDUCIVE FOR
DEVELOPMENT AS THIS SYSTEM MOVES SLOWLY SOUTHWESTWARD LATER
TODAY...AND THEN TURNS WESTWARD ON SATURDAY.  THIS SYSTEM HAS A LOW
CHANCE...NEAR 0 PERCENT...OF BECOMING A SUBTROPICAL OR TROPICAL
CYCLONE DURING THE NEXT 48 HOURS.
